The dashboard on your machine is untouched, and you can publish it again. The next time you publish it from the app, Emolysis makes a new link with a new URL, open to your organization unless you choose another setting, and tells you the old link was replaced. That holds whether you revoked the link yourself or it was revoked somewhere else, for example by an owner or admin of your organization.
A refresh with publishing on never makes a new link. When the link is gone, the refresh stops and says why, until a person publishes the dashboard again.
Anyone who opens the old link sees a page that says it was revoked, without any of the data, so send the new link to the people who should have it. See revoking or expiring a shared link and sharing dashboards.
